The Bihar State Building Construction Corporation Limited (BSBCCL) convened a meeting of its tender committee on June 20, 2025, to evaluate and finalise the financial bids for the construction of a Sports Complex-cum-Gymnasium in Gauravgarh, Supaul district. The project falls under the Chief Minister Sports Development Scheme.

Project Overview and Approvals

The project has an administrative approval amounting to ₹11.79 crore. The technical sanction stands at ₹10.61 crore as of April 1, 2025. The estimated bill of quantities is ₹9.91 crore.

Tender was issued via e-tendering and published in newspapers Dainik Jagran and Dainik Bhaskar on March 25, 2025. The e-tender was available for download from April 4 to April 28, 2025, with the final submission date being April 29, 2025. Technical bids were opened on April 30, 2025.

Participating Bidders and Technical Evaluation

Four bidders participated in the tender:

  1. KD Company, Krishna Deo Prasad, Supaul
  2. Maa Bhagwati Enterprises (Prop. Suruchi Kumari), Patna
  3. Nirbhay Kumar, Patna
  4. Utsav Construction, Muzaffarpur

Following the technical evaluation on June 6 and the tender committee’s meeting on June 13, two bidders KD Company and Utsav Construction were declared technically qualified. The other two bidders, Maa Bhagwati Enterprises and Nirbhay Kumar, were deemed technically unqualified.

Financial Bid Summary

The financial bids of the two technically qualified bidders were opened by the PIU, Saharsa. The details are as follows:

KD Company quoted ₹9.36 crore, which is 5.61% below the estimated amount.
Utsav Construction quoted ₹8.55 crore, which is 13.79% below the estimated amount.

Accordingly, the project for constructing the Sports Complex-cum-Gymnasium at Gauravgarh in Supaul district has been awarded to Utsav Construction. The Chief General Manager will now issue the formal work order as per the approved proceedings.
