The Urban Development and Housing Department (UD&HD), Government of Bihar, has initiated the process to empanel qualified and experienced consultancy firms for the preparation of Detailed Project Reports (DPRs) under an ambitious scheme aimed at strengthening Urban Social Infrastructure across all Urban Local Bodies (ULBs) in the state.
This move is part of Bihar’s broader vision to develop sustainable and community-oriented urban infrastructure by taking into account economic, environmental, and social parameters, along with the current status of public amenities.
According to the department, the empanelment aims to assist in designing DPRs that will act as the foundation for the future execution of infrastructure projects focused on enhancing livability, urban aesthetics, and inclusiveness. The consultants will be tasked with preparing plans that are rooted in functionality, sustainability, and active community participation.
The Urban Development Mission identifies eight key focus areas for infrastructure enhancement, which include:
Rejuvenation and Ecological Restoration of Urban Water Bodies – This includes water quality improvement, sediment management, construction of embankments, and public awareness programs.
Beautification and Development of Ponds and Lakes – Focused on landscaping, ghat construction, decorative lighting, and accessibility improvements.
Creation of Inclusive Public Spaces – Development of accessible parks and green zones with native landscaping, play areas, and open gyms.
Vending Zones and Bus Stands – Planning for organized vending platforms with sanitation facilities, and the construction of modern, integrated bus and parking stands.
Integrated Urban Design for Public Transport Spaces – Including covered waiting areas, traffic circulation systems, and drainage infrastructure.
Smart Urban Features – Integration of smart lighting, surveillance systems, and digital signage.
Construction of Multi-level Parking Facilities – Identification of high-traffic areas and designing optimal parking structures to ease congestion.Promotion of Sustainable, Climate-Resilient Landscapes – With community involvement and long-term maintenance strategies.
The department emphasized that the mission will prioritize projects based on their functional outcomes and impact potential, ensuring that every rupee invested translates into visible and meaningful improvements in urban living standards.
Important Dates and Submission Details
Interested firms and consultants can submit their proposals until 7:00 PM on August 18, 2025. The bid opening is scheduled for 3:30 PM on August 20, 2025.
The selected firms will be empanelled to prepare DPRs for projects that not only focus on modern infrastructure but also promote community development, environmental sustainability, and inclusive urban spaces.
