The Urban Development and Housing Department (UDHD) of Bihar has initiated the process for the preparation of a detailed concept plan for a new theme-based Greenfield city in Sitamarhi district. The proposed city is envisioned as a modern urban hub focused on spiritual, religious, and wellness-based development.
Modern Infrastructure and Sustainable Urban Planning
This Greenfield city will be spread across 500 to 1000 acres of encumbrance-free land, with connectivity to major transit hubs, including highways and railway networks. The concept plan emphasizes the integration of modern civic amenities with Sitamarhi’s existing urban local body (ULB).
The planning will follow national guidelines such as URDPFI and include essential infrastructure such as education and healthcare facilities, integrated blue-green infrastructure, promotion of non-motorized transport (NMT), EV charging infrastructure, and climate-resilient design.

Sustainable features will include renewable energy infrastructure, resource recycling, improved air and water quality systems, wetland protection, and net-zero emission goals. The city’s design will align with planning norms and statutory frameworks, including State RERA, local bylaws, computerized land records, and environmental clearances.

Concept Plan Structure and Deliverables
The concept plan will include sectoral analysis covering Sitamarhi’s geography, demographic profile, historical and cultural significance, current urban growth patterns, land use, and economic activities.
It will present a SWOT analysis and detailed strategies for water supply, sewerage, solid waste management, housing, transportation, street lighting, environmental protection, tourism development, and disaster readiness. The integration with Sitamarhi’s broader city infrastructure will be central to the plan.
Governance strategies, stakeholder consultations, and a financial sustainability framework will be crucial elements of the concept plan. It will propose a comprehensive City Investment Plan covering urban sectors like education, health, tourism, heritage, commerce, and green energy.
The proposed timeline includes key deliverables such as the inception report (T+15 days), baseline assessment (T+30 days), draft concept plan (T+45 days), and the final concept plan (T+60 days).
Punauradham Development in Parallel
In a related development, on July 3, 2025, the Bihar State Tourism Development Corporation (BSTDC) floated a tender for the holistic development of Punauradham, the birthplace of Mother Sita in Sitamarhi.
he project will be developed on an Engineering, Procurement, and Construction (EPC) basis in accordance with Shri Ram Janmabhoomi Tirtha Kshetra, Ayodhya, with a total cost of ₹812.14 crore. It includes a 10-year operation and maintenance period.
The work will be completed over 42 months—six months for planning, design, and demolition, and 36 months for construction.
