Samastipur’s Mukhtapur Lakefront Project Goes to Patna Firm for ₹38.91 Crore

The Bihar State Tourism Development Corporation Ltd. (BSTDC) has awarded the contract for the much-anticipated lakefront development of Mukhtapur Lake in Samastipur to M/S Rama & Sons, a construction company based in Patna. The project, valued at ₹38.91 crore, was officially announced during Chief Minister Nitish Kumar’s Pragati Yatra, aimed at accelerating ongoing developmental initiatives across the state.

Sanctions and estimated cost

The lakefront project received administrative approval of ₹37.96 crore. It was followed by a technical sanction amounting to ₹39.81 crore, issued on April 25, 2025. The estimated cost based on the bill of quantities stood at ₹37.00 crore. The construction is scheduled to be completed within 24 months from the date of commencement.

Technical evaluation conducted in early June

A technical bid evaluation meeting was held on June 4, 2025, at BSTDC’s Patna headquarters. The meeting was chaired by the Chief Engineer of BSTDC and attended by the Deputy General Manager (Finance and Accounts), Executive Engineer, and Assistant Engineer

Bids received from two firms

By the final submission date of May 15, 2025, BSTDC received two bids. The first came from M/S Rama & Sons, Kidwaipuri, Road No. 10, Sri Krishna Nagar, Patna. The second was submitted by M/S Singhal Enterprises, 34A Metcalfe Street, 4th Floor, Suite No. 4F/1, Kolkata.

Technical bids declared responsive

Upon scrutiny, the technical bid evaluation committee found both firms’ bids to be responsive. However, it was clearly stated that the experience certificates submitted by both bidders would undergo further verification. If any document is found to be forged or fabricated, action would be taken under the Bihar Contractor Registration Rules, 2007.

Contract awarded to lowest bidder

Once both bidders were declared technically qualified, their financial bids were opened. M/S Rama & Sons emerged as the lowest bidder and was awarded the contract for ₹38.91 crore.

Tourism boost for Samastipur

The Mukhtapur Lakefront project is expected to transform the area into a major eco-tourism and recreational destination in Samastipur. The development will offer new leisure opportunities for locals and tourists alike and is part of BSTDC’s broader plan to enhance tourism infrastructure across Bihar.
