RailTel Corporation of India Ltd. has received the Letter of Acceptance (LOA) from the State Project Director (SPD), Bihar Education Project Council (BEPC), for a major initiative under Samagra Shiksha 2025-26. The project involves the establishment of Physics, Chemistry, and Biology laboratories on a turnkey basis in Government Secondary and Senior Secondary Schools across Bihar.
The scope of work includes the complete setup of laboratories, covering construction, equipment supply, civil modifications, and installation of furniture. Model estimates for lab equipment have been vetted by competent authorities, and the work is to be executed by the selected agency on a turnkey basis.

Each lab will be equipped with essential furniture, lab equipment, consumables, charts, models, and safety devices, including fire extinguishers and bucket stands. The work also involves electrical installations with four tube lights and four fans per lab, water line connections, and aesthetic improvements. The tentative built-up area per school for Physics, Chemistry, and Biology labs, including common corridors, is estimated at 1,000 to 1,100 sq. ft.
A total of 3,478 Physics labs, 3,508 Chemistry labs, and 3,545 Biology labs will be established across the state, with distribution based on zonal allocation (L1 and L2 split). The project has been divided into two zones:
Zone I:Darbhanga, Madhubani, Samastipur, Muzaffarpur, Araria, Katihar, Kishanganj, Purnia, Madhepura, Saharsa, Supaul, Gopalganj, Saran, Siwan, East Champaran, Sheohar, Sitamarhi, Vaishali, and West Champaran.
Zone II: Begusarai, Jamui, Khagaria, Lakhisarai, Munger, Sheikhpura, Nalanda, Nawada, Banka, Bhagalpur, Bhojpur, Buxar, Kaimur (Bhabua), Patna, Rohtas, Arwal, Aurangabad, Gaya, and Jehanabad.
The project timeline for completing all laboratories is 12 months from the date of receiving work permissions from respective school in-charges.
The total estimated cost of the project as per the LOA is ₹970.08 crore and the work is expected to be executed by September 24, 2026. There is no promoter or related-party interest in the awarding entity.
This initiative is expected to significantly upgrade science education infrastructure across Bihar, giving students access to modern, fully functional laboratories for better experiential learning.
