Patna is set to witness the creation of a first-of-its-kind public space that transforms waste into works of art. The Bihar Urban Infrastructure Development Corporation Limited (BUIDCo) has floated a tender inviting bids for the development of the Rajendra Prasad Bihar Gaurav Park a “Waste to Wonder” park that will be constructed entirely using scrap materials. With an estimated project capital cost of ₹14.98 crore (inclusive of GST), fully funded by BUIDCo, the project aims to blend sustainability, art, and urban beautification.
The park will be developed in Patna and will showcase replicas of iconic architectural wonders, built using unusable and discarded items such as scrap metal, vehicles, furniture, machinery, plastics, and construction debris. These materials, currently lying unused at various BUIDCo offices and processing sites in the city, will be creatively repurposed to create stunning sculptures and installations.
The project, which falls under the design, engineering, and development category, will also include operation and maintenance responsibilities for a 20-year period after construction is complete. The construction itself is expected to be completed within 12 months from the award of the contract.
BUIDCo’s intent is not just to create an aesthetic public space but also to promote the concepts of upcycling, recycling, and environmental consciousness among citizens. The concessionaire will be required to ensure that the park reflects a deep commitment to sustainability, with thoughtful integration of waste materials into the overall landscape and installations.
The park is expected to become a major urban attraction in Patna, helping the city improve its green credentials while offering residents and tourists a unique recreational experience. Beyond its visual appeal, the project also seeks to creatively reuse waste in ways that add value, encourage artistic expression, and enhance the visibility of public places such as parks, markets, and schools.
As per the tender, the entire capital expenditure will be borne by BUIDCo, while the concessionaire will be responsible for funding and managing the operation and maintenance of the park for two decades. To meet these long-term operational expenses, the concessionaire will be allowed to generate revenue through ticket sales, parking charges, event hosting, advertisements, sponsorships, and other commercial activities within the premises.
The tender was made live on July 7, 2025, and bids can be submitted online through the e-procurement portal (www.eproc2.bihar.gov.in) until July 25, 2025, by 3:30 PM. A pre-bid meeting is scheduled for July 18, 2025, at the BUIDCo office on West Boring Canal Road in Patna. Interested bidders may submit their queries by email until 5:00 PM on the same day.
The technical bids will be opened on July 26 at 4:00 PM, while the date for the financial bid opening will be announced later. The method of selection will follow the L-1 (lowest percentage rate) criteria. Joint ventures are not permitted under the terms of the tender.
The project is being implemented by BUIDCo’s South Bihar division, and the Chief General Manager is the designated authority for handling any queries or clarifications. The bid documents are to be submitted in English, and all financial submissions are to be made in Indian Rupees.
