The National Highways Authority of India (NHAI) has invited bids for the construction of a 78.94 km long four-lane highway from Sahebganj to Bettiah via Areraj in Bihar. The project will be executed under the Hybrid Annuity Mode (HAM), with a total estimated cost of ₹1,981.72 crore.
The proposed road forms a key section of National Highway 139W and is divided into two parts:
- Section 1: Sahebganj to Areraj – 38.362 km
- Section 2: Areraj to Bettiah – 40.580 km
The highway will be constructed on a design, build, operate, and transfer (DBOT Annuity) basis. Once completed, the project is expected to improve connectivity in East Champaran and West Champaran districts, thereby facilitating regional development and enhancing logistics in northern Bihar.

Key dates for the bidding process are as follows:
- Bid publication date: July 24, 2025
- Document download: July 24 to September 10, 2025 (till 11:00 AM)
- Bid submission: July 24 to September 10, 2025 (till 11:00 AM)
- Technical bid opening: September 11, 2025 at 11:30 AM
This new bid comes in the backdrop of a previous tender for a 41 km stretch between Areraj and Bettiah being cancelled. That project, estimated at ₹1,050.49 crore, was published on September 21, 2024, and was scheduled for bid opening on July 10, 2025. However, NHAI cancelled it on July 7, 2025, under Clause 2.16 of the RFP.
