Faster Electricity Connections Now in Bihar

The Bihar Electricity Regulatory Commission (BERC) has notified the 8th Amendment to the Bihar Electricity Supply Code, 2007 in the Bihar Gazette. The new rules make it easier to apply for new connections, set clear time limits for getting electricity, and introduce penalties for delays. The changes aim to improve service, bring more transparency, and make the process easier for people across Bihar.

Faster Electricity Connections

As per the modified Clause 4.1, consumers will now receive new electricity connections or modifications to existing ones within 3 days in metropolitan areas, 7 days in other municipal areas, and 15 days in rural areas after submitting a complete application.

Where network upgrades such as the extension of distribution mains or new substations are necessary, connections are to be provided within 90 days of completion of such infrastructure work. This marks a considerable improvement from the earlier provision that allowed a window of up to one month or longer based on infrastructure needs.

Digital and Paperless Application Process

The amended Clause 4.11 introduces a robust digital framework for applying for electricity connections. Consumers can now submit applications online through the official web portal or mobile app of the distribution companies (Discoms). Offline applications will still be accepted at local offices, and forms will be available free of cost, including as downloadable PDFs from the Discoms’ websites.

Applications can now be made for:

New connections
Load enhancement/reduction
Change of consumer category or name
Meter or service line shifting

To further ease the process, applicants for connections up to 10 kW need to submit only two mandatory documents an identity proof and proof of ownership or occupancy.

Tracking and Transparency

A key feature of the amendment is the real-time tracking of application status through web-based tools, mobile apps, or SMS updates. Each applicant will receive a unique registration number, and the timeline for all steps from inspection to meter installation can be monitored transparently.

In case of offline applications, the form will be scanned and uploaded to the portal, and an acknowledgment with registration details will be issued within 24 hours.

Penalties for Delays

To enforce accountability, the amendment mandates a penalty of ₹1,000 per day for delays in providing connections beyond the stipulated timelines outlined in Clause 4.1 and Clause 4.80.

Pre-Determined Charges in Electrified Areas

For electrified areas with load up to 150 kW, connection charges will now be pre-fixed based on the category and load requirements. This eliminates the need for case-by-case inspections, thereby speeding up the demand note issuance process.
