BSTDC Shortlists Two Bidders for ₹13.93 Crore Sita Kund Redevelopment in East Champaran

The Bihar State Tourism Development Corporation Ltd. (BSTDC) convened a meeting of the Technical Bid Evaluation Committee to assess the bids for the redevelopment of the Sita Kund site in Chakia, East Champaran. The meeting was chaired by the Chief Engineer of BSTDC and attended by key technical officials including the Superintending Engineer, Deputy General Manager (Technical & Accounts), Executive Engineer, and Assistant Engineer.

This project was one of the key announcements made by the Chief Minister during his yatra, aims to transform Sita Kund into a modern religious tourism destination. It has an administrative sanction of ₹13.10 crore and technical approval for ₹13.93 crore. The estimated bill of quantities stands at ₹12.80 crore, with a targeted completion period of 15 months. Bids were invited through the e-tendering process and submissions closed on May 15, 2025.

Four firms submitted their bids:

  1. Gaurav Construction, Kaparpura, Hathua Road, Mirganj, Gopalganj (Bihar)
  2. M/s Hariom Construction, Ambika Nagar, Motihari, East Champaran (Bihar)
  3. Rama & Sons, Kidwaipuri, Sri Krishna Nagar, Patna
  4. Shree Ram Enterprises, Indrapuri, Ratu Road, Ranchi (Jharkhand)

The Executive Engineer presented a comparative statement based on the documents submitted. Upon examination, the committee found the bids from Gaurav Construction and Rama & Sons to be responsive. However, the bids from Hariom Construction and Shree Ram Enterprises were found non-responsive due to incomplete affidavits.

The committee further noted that the work experience certificates provided by all bidders would undergo verification. If any certificate is found to be forged or fabricated, action will be initiated under the Bihar Contractor Registration Rules, 2007.

The tender was floated back in January 2025

After due deliberation, the committee unanimously decided to qualify Gaurav Construction and Rama & Sons for the next stage of the bidding process. The other two firms were disqualified on technical grounds.

The redevelopment of Sita Kund is expected to significantly boost religious tourism and infrastructure in the region, reaffirming East Champaran’s place on Bihar’s cultural map.
