BiharOne Platform: How Bihar’s Unified Digital Portal Will Transform Citizen Services

The Government of Bihar has initiated the BiharOne project, a landmark digital governance reform aimed at transforming the way public services and welfare schemes are delivered across the state. BiharOne is envisioned as a unified service delivery platform integrated with the Bihar Common Social Registry (BCSR), creating a single, citizen-centric digital ecosystem for governance.

The project is being implemented through Bihar State Electronics Development Corporation (BSEDC), also known as BELTRON

What is BiharOne

BiharOne is a state-wide digital platform designed to bring all government services and social welfare schemes under one umbrella. Instead of multiple departmental portals operating in isolation, BiharOne will provide a single digital interface through which citizens can access services, apply for schemes, track applications, and receive benefits.

At the core of BiharOne is the concept of “One Government, One Portal.” The platform integrates service delivery, scheme management, grievance redressal, document management, and data analytics into a single system, accessible through web portals, mobile applications, Common Service Centres (CSCs), and assisted channels .

A key foundation of BiharOne is the Bihar Common Social Registry, which acts as a centralized and authenticated database of all residents of Bihar.

How BiharOne will Work

BiharOne will work by creating a unified and verified digital identity for every resident of Bihar, known as the Citizen Golden Record. This record is generated by integrating and validating data from multiple government databases such as Aadhaar, ration cards, caste surveys, education records, health schemes, pensions, and other departmental systems.

Each citizen is assigned a unique Pehchan ID, and households are linked through a Parivar ID. This allows the system to maintain both individual-level and family-level information, enabling accurate identification, eligibility assessment, and benefit tracking .

When a citizen logs into the BiharOne portal using Aadhaar, mobile number, or other approved authentication methods, their profile is automatically populated with verified data already available with the government. This eliminates the need to repeatedly submit documents for every service or scheme.

Departments configure services and schemes on the platform using predefined workflows and rule engines. These rules automatically check eligibility criteria, calculate benefits, trigger approvals, and route applications through the appropriate officials. Citizens receive real-time updates through SMS, email, mobile notifications, and the portal dashboard.

BiharOne also supports proactive service delivery. Instead of citizens applying for benefits, the system can identify eligible beneficiaries based on life events, socio-economic status, or policy triggers and notify them automatically.

Integration with existing portals ensures that ongoing schemes continue uninterrupted, while BiharOne gradually becomes the single source of truth for citizen data, analytics, and service delivery .

Benefits for Citizens

For citizens, BiharOne significantly simplifies interaction with the government. With a single sign-on facility, residents can access multiple services and schemes through one portal instead of navigating different departmental websites.

The availability of pre-verified data reduces paperwork, shortens application processing time, and minimizes rejection due to documentation errors. Citizens can track the status of all applications and benefits in one place and receive timely notifications at every stage.

Benefits for the Government

The platform enables better targeting of beneficiaries, reduces inclusion and exclusion errors, and significantly curbs fund leakages in welfare schemes. Family-level and household-level analytics provide deeper insights into how benefits are distributed and utilized.

BiharOne also reduces the time and cost involved in launching new schemes, as departments can leverage the existing digital infrastructure, verified citizen data, and configurable workflows.
