The tender process for infrastructure works for the Integrated Manufacturing Cluster at Gaya, Bihar, under the Amritsar–Kolkata Industrial Corridor Project has been taken up at the technical evaluation stage, and three bidders have been cleared for opening of financial bids.
The project is proposed to be executed on an EPC basis and involves development of industrial infrastructure at the Integrated Manufacturing Cluster in Gaya. BIADA invited the tender on October 3, 2025, with a construction period of 36 months. The estimated project cost is ₹675.165 crore. The defect liability and maintenance period is four years from the date of issuance of the construction completion certificate.
IDA has applied for Forest Clearance for the expansion of the Integrated Manufacturing Cluster at Gaya. The proposed area for Forest Clearance is 1,308.72 acres, while Environmental Clearance has already been granted for 1,670.22 acres. The total area of the Integrated Manufacturing Cluster at Gaya stands at 2,978.94 acres.

Nine bidders participated in the tender process. These include Dineshchandra R. Agrawal Infracon Pvt. Ltd., Gawar Construction Ltd.-PRA (JV), GHV-Vensar Construction Company Limited (JV), HG Infra Engineering Ltd., NKC Projects Pvt. Ltd., Nyati Engineers and Consultants Pvt. Ltd., Ramky Infrastructure Ltd., Universal MEP Projects & Engineering Services Limited and Vascon Engineers Limited.

Based on detailed technical scrutiny and the confirmation and suggestions of the Project Management and Network Consultant, Egis, the Tender Evaluation Committee observed material deviations in several bids, which were found to be non-compliant with the requirements of the RFP and bid documents.

The committee declared six bidders as non-responsive. These include Gawar Construction Ltd.-PRA (JV), GHV-Vensar Construction Company Limited (JV), HG Infra Engineering Ltd., Ramky Infrastructure Ltd., Universal MEP Projects & Engineering Services Limited, and Vascon Engineers Limited. In certain cases, bidders did not submit replies to the observations raised by the Tender Evaluation Committee.
Three bidders were found compliant with the RFP terms and conditions and were declared technically responsive. These are Dineshchandra R. Agrawal Infracon Pvt. Ltd., Nyati Engineers and Consultants Pvt. Ltd., and NKC Projects Pvt. Ltd.
The Tender Evaluation Committee has decided to open the financial bids of the technically qualified bidders. The L-1 bidder will be recommended subject to verification of credentials, as per tender provisions.
