RailTel Corporation of India Ltd has received the Letter of Intent (LoI) from Bihar State Electronics Development Corporation Ltd (BSEDC) for the implementation of the Mukhyamantri Surakshit Sushaasit Shahar (Safe City) project. The project is valued at ₹216.81 crore, including taxes, and is scheduled to be executed by August 4, 2030.

The initiative is part of the Government of Bihar’s efforts to enhance citizen safety, strengthen policing, and reduce traffic-related challenges through technology-driven solutions. The project will cover six cities – Gaya, Chapra, Munger, Purnia, Darbhanga, and Saharsa – with RailTel serving as the system integrator.

The Safe City project aims to create secure public spaces, reduce crime, improve women’s safety, and ease urban mobility. It will deploy an Adaptive Traffic Control System (ATCS) to optimize traffic signals in real time, reducing congestion, fuel wastage, and pollution. AI-based video analytics, cyber and information security features will also be part of the system.

Under the project scope, RailTel will handle supply, installation, commissioning, operation, and maintenance of the entire ecosystem. Key components include video surveillance cameras, Automatic Number Plate Recognition (ANPR) systems, Red Light Violation Detection (RLVD), radar-based speed display systems, variable message boards, public address systems, and emergency call boxes.

The project will also establish a central Integrated Command and Control Centre along with zonal viewing centers and vehicle-mounted surveillance units, ensuring seamless monitoring and coordination across the six cities.
