2 Bidders Qualify for DPR of Spur to Bodhgaya, Rajgir, Vaishali, and Darbhanga from Amas–Darbhanga Corridor

In a major development for Bihar’s infrastructure sector, two leading firms, LEA Associates South Asia Pvt. Ltd. and L N Malviya Infra Projects Pvt. Ltd., have emerged as the top contenders for the preparation of the Detailed Project Report (DPR) for the proposed spurs connecting the Amas–Darbhanga Corridor (NH-119D) to Bodhgaya, Rajgir, Vaishali, and Darbhanga. This is part of the second call for consultancy services for this crucial highway development initiative.

Out of four applicants, only LEA Associates and L N Malviya Infra met the eligibility criteria and were deemed responsive after a detailed technical evaluation. The remaining two bids, submitted by Frischmann Prabhu India Pvt. Ltd. in joint venture with KOBA Proje Danismanlik Anonim Sirketi and Swastik Prime Consultants, and by Casta Engineers Pvt. Ltd. in association with Open Solutions Infrastructure Consultancy, were found to be non-responsive.

The consultancy assignment involves the preparation of DPRs for four spur roads from the Amas–Darbhanga greenfield corridor, with an indicative total length of around 91 kilometers. These roads will enhance connectivity to key religious and cultural hubs in the state and are expected to significantly benefit tourism and economic development.

LEA Associates South Asia Pvt. Ltd. demonstrated strong financial and technical credentials, with an average annual turnover of Rs 374.41 crore over the last five financial years. The firm also has a residual bid capacity of over Rs 233 crore. In terms of technical evaluation, LEA scored highly across all categories, including relevant experience, availability of equipment, and qualifications of key personnel.

L N Malviya Infra Projects Pvt. Ltd. also scored impressively, with an average turnover of Rs 212.51 crore and a residual bid capacity exceeding Rs 2,000 crore. The firm’s team of highway, bridge, geotechnical, and environmental experts received strong marks, making them a leading candidate for the consultancy assignment.

On the other hand, the joint venture led by Frischmann Prabhu India was disqualified due to one of its partners, KOBA Proje, failing to meet the minimum technical eligibility requirements. Casta Engineers Pvt. Ltd. was also disqualified as it did not fulfill the experience criteria, and there was no confirmation of the tender fee payment.
