BSEDC Invites RFP for CCTV Surveillance Project in Nawada

The Urban Development and Housing Department (UD\&HD) of the Government of Bihar has launched a major initiative to bolster security in Nawada town through the deployment of a comprehensive CCTV surveillance system.

The implementation of the surveillance system comes as a response to growing safety concerns and will focus on real-time monitoring and surveillance of sensitive areas in Nawada. The IP-based CCTV network is designed to ensure constant vigilance over the city, aiding law enforcement agencies in maintaining public safety and responding swiftly to any disturbances.

As per the current project plan, 190 STQC-certified bullet cameras and 10 PTZ cameras will be deployed in Nawada. These installations will be finalized based on a detailed survey and location-wise component analysis.

The proposed solution will utilize high-definition (HD) IP-based fixed cameras and flame-proof PTZ (Pan-Tilt-Zoom) cameras. These cameras will be integrated into a secure network using OFC (Optical Fiber Cable) and UTP (Unshielded Twisted Pair) technologies to ensure high system availability.

The video feed from these cameras will be stored and monitored at the Network Operations Center (NOC), situated in the office of the Superintendent of Police of Nawada district.

The primary objectives of this surveillance initiative are to maintain round-the-clock monitoring of key junctions in Nawada, track the movements of antisocial elements especially near educational institutions, gather evidence in the event of criminal incidents, assist in the identification and tracking of suspects, and maintain a continuous watch over high-footfall public areas.

Authorities anticipate that the presence of CCTV cameras will serve as a deterrent against crimes and enhance the safety of women, children, commuters, prisoners during court proceedings, law enforcement personnel, and government officials, including judges.

Bihar State Electronics Development Corporation Limited (BSEDC), popularly known as BELTRON, has been appointed as the nodal agency for the project. BELTRON is responsible for overseeing the promotion and implementation of IT and e-Governance initiatives across the state.

The timeline for the project rollout is as follows:

Issuance of RFP document began on July 14, 2025.
The last date to submit queries via email is July 22, 2025, by 5:00 PM.
A pre-bid conference is scheduled for July 23, 2025, from 11:00 AM to 1:00 PM.
The final date and time for bid submission is August 4, 2025, at 5:00 PM.
General and technical bids will be opened the same day at 5:30 PM.
The date for opening commercial bids will be notified later.
