A high-level technical bid evaluation committee meeting was held on June 25, 2025, to assess bids received for the construction of a Road Over Bridge (ROB) and its approach road at Railway Level Crossing No. 39C. The site is located between Khajauli and Jaynagar railway stations in Madhubani , along National Highway 527B. The project falls under the jurisdiction of the Work Division, Darbhanga, of Bihar Rajya Pul Nirman Nigam Limited (BRPNNL).

The meeting was attended by key officials, including the Managing Director of BRPNNL and Deputy Chief Engineers from Work Circles 1 and 2 in Patna. They reviewed the comparative technical bid report submitted by the Senior Project Engineer, Darbhanga.

Project Estimated at ₹178 Crore

The estimated cost of the project, as outlined in the tender document, stands at ₹111.37 crore. However, the Road Construction Department has granted administrative approval for a higher amount of ₹178 crore. This gap between the estimated cost and the sanctioned amount reflects a financial buffer, likely provided to accommodate contingencies, future escalations, or additional scope during project execution.


The tender was initially floated on May 27, 2025, but had to be re-invited after the first round attracted only four bids, with just one found technically responsive. Due to the single-bid outcome, re-tendering was conducted through e-tendering (SBD), with June 13, 2025, as the submission deadline. The project is scheduled to be completed in 30 months.

Five Construction Firms Submit Bids

In the re-tendering round, five construction firms submitted bids. These include Hari Construction & Associates Pvt. Ltd. (Begusarai), Hardev Construction Pvt. Ltd. (Deoghar, Jharkhand), M/s Fortune Group (Bhadrak, Odisha), M.G. Contractors Pvt. Ltd. (Haryana), and Gawar Construction Ltd. (Haryana).

All Bidders Declared Technically Responsive

The technical bid evaluation committee found that all five bidders met the required qualifications and eligibility criteria. The comparative analysis was conducted in detail, and based on the documents submitted, all five firms were declared technically responsive.

Approval Recommended for Financial Bids

Following the evaluation, the high-level committee approved the technical bid results and recommended moving forward with the opening of financial bids. The ROB project is expected to significantly improve road and rail connectivity in the region and ease vehicular movement across the busy Khajauli–Jaynagar stretch.
